In Tula, a pilot project was presented to create an IGK (information state system) of housing and utilities - it will allow citizens to receive data on tariffs and volumes of services consumed by them and monitor the actions of management companies. The authorities thanks to the project will be able to see the real picture taking place in the housing and utilities sector. The journalists were told by M. Sadekov, who is in charge of the direction of innovation in the department of Rostelecom.
He said that a tripartite cooperation agreement was signed between the government of the Tula region, the housing and utilities agency and the construction company and the Rostelecom company. GIS housing and communal services is a structured database located on the Internet portal.With its help, homeowners, state authorities, resource-supplying organizations will receive detailed information on the state of housing and public utilities in the region.
As V. Kuntsevich, Deputy Minister of Construction and Housing and Utilities of the Tula Region, explained, four municipalities of the region participate in the pilot project: Kireevsky, Uzlovsky and Bogoroditsky districts and the city of Novomoskovsk. Residents of the region will be able to electronically manage services, monitor the level of energy consumption and know the current tariffs charged for services. Homeowners will conduct online voting on various issues related to the maintenance of the housing sector. Pilot sites have been deployed in five regions of the country that will allow for the pilot operation of the GIS housing and communal services and prepare for its industrial use.
